When walking, make sure you move one foot forward while using the opposite arm for movement. You heel should hit ground before the rest of your foot rolls forward.

This can be determined by simply counting how many times your right leg goes up every ten seconds, and multiplying that number by six. This is the ideal rpm you should be aiming for.
